In order to detect the start and the stop of a peak, begin at the peak location and move forward (or backwards) until the value drops below a threshold. The value at that location is the peak stop (or start). If the data is noisy (not monotonic on the sides of the peak) you will probably need to employ a more elaborate approach that uses a data smoothing technique (a five point cubic fit, is a personal favorite).
