Hi
I am using volume license and labview 2017, however, I can't open license manager couple days ago. I uninstall and install the license manager 4.3 and Labview 2018, still not working. Please help.

Can you explain what you mean when you say NILM doesn't open? Do you get any error message, and if so, could you post a screenshot of the message?
If you've tried uninstalling and reinstalling LabVIEW as well as NILM, and that didn't work, another option might be to force a reinstall. Sometimes that will overwrite a corrupt file that the normal installation process thinks is ok and skips.
