   Is there a way to have a Labview application program centered on the screen when it starts?

Yes.

You ve set the top-level VI's properties so that it is centered when it gets launched.

See the Window Appearance category in LV 7.x or Window Run-time Position category in LV 8.x, both under the VI Properties in File menu or on the Rt Click on the VI Icon.
