Application builder

I am trying to build an application but can't find the application builder under the tools menu? I have found the file AppLibs\lvdllbuilder in the location specified below, however it can not be seen under the tools menu?

C:\Program Files\National Instruments\LabVIEW 7.1\AppLibs\lvdllbuilder

Does this appear to be the corect location? How do I install or reconfigure the application builder to appear in the tools menu?

I can't seem to find how to do that anywhere else.

I believe the application Builder comes with Professional version of LabVIEW?  What version do you have?
