I dont see a driver for the Anritsu S412E. Can labview control this instrument with the SCPI commands similar to HP VEE and Direct I/O objects? Thanks

Of course it can.
You should look for some SCPI libraries to help, and read the manual to know what commands you need and you can write your own driver.
