Not exactly. Either LV uses the system settings: than your txt data has to use the comma as decimal separator. Or you have to switch off that behaviour when the txt file uses the point instead.

It's the same on a "English"/"American" pc: when you try to load files with the "wrong" decimal separator you have to catch the error by software...
