LabVIEW for ARM specifically requires a debugging agent with Serial Wire Debug (SWD) support. Keil manufactures a number of debugging agents, and the ULINK-ME is one which uses SWD. So, I would expect it to work just fine and I've also heard a couple of cases where customers used the ULINK-ME without problems. At NI, I believe we have only "officially" tested the ULINK-2 debugger. However, since the ULINK-ME supports SWD and the Real-Time Agent, there's no reason you can't use it to program your LM3S8962 with LV for ARM.
