TNT4882 not detected on bus

I am attempting to integrate the TNT4882 with a microcontroller. I am having no issues communicating between those chips, however I have not been able to get the device to communicate with the CIC. I am using the microcontroller to setup the chip as described in the TNT4882 programmer reference manual. The device, however, is not being recognized by the CIC when I attach it to the bus. I know this is rather vague, but what could be going wrong?

If my initialization code was working correctly, would the TNT answer up as a instrument on a GPIB bus? If it should, do you have a piece of example code that follows the initialization process as described in the 320724-01 manual?
