Query regarding NI-VISA use with PyVisa

I am using PyVisa for remote control and automation of a LeCroy Oscilloscope.

As per the Oscilloscopes Remote Control and Automation Manual from Teledyne LeCroy and PyVisa installation webpage, NI-VISA is required to control the oscilloscope using PyVisa. (please see attached images from both the resources attached)

My query is whether NI-VISA is open source and has free license for use?

If you want to get into the actual licenses, you need at least some NI product to use NI-VISA legally. In your case, though you can download and use it for free, it is only legal if you have NI products.

Despite these legal terms, people use NI-VISA without any NI product because NI doesn't strictly limit its use.
