I'm not sure why you would still have another installer/uninstaller service running even after you reboot. You could try booting into safe mode to get this service to not run on startup. Also, you could try simply going to Task Manager and stopping it before trying to load the drivers. It's possible that something has become messed up in your registry since the initial incorrect install of the GPIB driver.
You would have to talk to the PCMCIA bus driver documentation to find out what, if anything, is wrong with it. Cheers.

If you already have the correct NI-488.2 driver installed for your device you can follow these directions:
Windows 2000/XP/Me/98, Macintosh
1. Reboot the computer. FG
2. If the PCMCIA-GPIB is not already inserted, insert it into a free PC Card (PCMCIA) socket.
The card has no jumpers or switches to set, and you do not need to power down the system when you insert it.
Windows NT (PCMCIA-GPIB only)
1. Power off your computer.
2. Insert the PCMCIA-GPIB into a free PC Card (PCMCIA) socket. The card has no jumpers or switches to set.
3. Power on your computer and start Windows.
