NI-VISA not recognized in Windows 10

I've installed VISA 21.5 on a Windows 10 PXIe chassis.  I can connect a Siglent SDS1104X-E oscilloscope to the chassis controller, but there is no USB communication.  Device Manager sees the connection, but posts an error on the comm link.  NI-MAX doesn't display the instrument at all.

The instrument IS recognized on another, older PXIe chassis (also Windows 10).  The only difference I've been able to see is that on the older model, the NI-VISA Run Time add-on is independently listed in NI Package Manager.  On the newer chassis, NI-VISA is listed, but not the run time module.  During the installation, there was no run time module to specifically select among the add-ons, just the NI-VISA.NET Run Time.  NI claims that the run time engine is present in the full VISA installation, but I suspect this difference may have something to do with why the instrument is not recognized on the newer chassis.

 

The only relevant Knowledge Base articles I've been able to find indicate that the NI-VISA Run Time module should be available to specifically select during installation.  It's not independently listed in newer installation procedures.

 

Any advice to find it and install it to try and see if this is a remedy would be appreciated.
