NI PCI Serial RS232/485 unrecognized

I have a computer running windows XP, with a NI PCI Serial RS-232/485 card. 
In the device manager, the card appears under other devices as PCI simple communication controller with a question mark.

I tried several things including uninstalling NI Serial and installing NI Serial 3.9.1 but it still appears the same.

Where cah I get a driver specific for this card?

I have seen this happen before on Dell PCs because the NSS or DSS was not installed following installation of Windows.
