NI Max cannot find GPIB device

Hi

I have installed NI MAX and it worked well with Agilent USB/GPIB interface 82357B ( I also installed Keysight IO libraries suite to driver it). Then I installed Labview community version for some testing. But both the MAX and Labview  cannot open the instrument anymore.

 

The MAX cannot list the GPIB devices, even the USB/GPIB interface.

The VISA interactive control get a error box like below and the NI IO trace showed it caused by calling viFindRsrc.

 

any advice?
