I cannot communicate with the instuments.

I think the problem is that I cannot communicate with the instrument. How do I use IBIC to communicate with the instrument and how do I check if the GPIB board is properly setup.
However LabView instrument wizard can detect and identify the device (i.e HP34401A)

There is a step-by-step process for using IBIC at:

There is a detailed description of each of the commands. If you are able to communicate from IBIC, the board is installed properly. You can double check the install by running the Getting Started Wizard.
