I can collect no data using the step mode with the HP 8510c network analyzer. The driver used is the one found in NI-site.

The ramp mode works just fine. The step mode produces a graph on the NA display but no data is collected on the computer.

Hello-

Try verifying the commands sent through NI-Spy and cross-reference the manual for the instrument.
