GPIB Neff 490 Read error

I am currently working on a program to communicate with a Neff 490 a GPIB device. If I run the Fortran dos program with NI Spy in the background I can record all the commands. When I repeat the commands using the interactive control I get a EABO error when I perfrom the ibrd function. I have tried changing the timeout setting from 3s to 30s made no difference still receive the timout error and the the buffer remains empty. I have also tried to read 2 bytes at a time and still receive timeout error and empty read buffer Any help would be appreciated.
