I have developed an application with an HPIB interface using SICL language
and Visual C++ 6.0.

I want to know if NI interfaces are programable with this language and where
to find the drivers for programming the NI interface (¿sicl32.dll,sicl32.lib?).

Use VISA interface instead of SICL. VISA-compatible app will
work on both NI and Agilent GPIB/HPIB cards so long as the runtime
machine also installs VISA library that matches with the actual card.
