Cannot read from VISA serial port without MAX

I am having a problem very similar to this one. This answer looks like it should fix my problem, but I can't get the installer-builder to accept the Nov2009 Device Drivers CD as a source for the needed components. I point to the folders on the CD when the installer-builder asks me to point to the source files, but the builder will not accept pointing to the folders on CD.

In the zip file I have included screenshots of the 1-Digital Indicator D front panel and block diagram plus the 2-New Read Indicator D FP/BD SubVI that reads the serial port input from the instrument. (4800,7 bits,Even,2 Stop,No Flow Cont). These VI's work well under LabVIEW, but not compiled for another pc without LabVIEW. When running as a stand alone application, I get 3_VISA Error Display.

After finding this discussion thread, I tried to build an installer with additional VISA Configuration components, but get the error display call out 4_LV_Distributions_message. Not being able to supply the locations of the components, I have to cancel the build then wind up the 5_Unsuccessful D Build Message. In the installer setup, I am selecting the additional installer LabVIEW Runtime Engine 2009 and the two components in screenshot 6_additional installers.

Do I have to install the distributions on the Nov2009 LV Device Drivers disk to my PC installation or is there something else that needs to be done?
