Just to chime in on this; the inability to disable auto-negotiation is an issue for us as well because many control system vendors do not trust auto-negotiation in critical systems so they require us to fix the speed. Fixing it to 10 Mb/half duplex on the router is not a good replacement for fixing it on both sides. We also need the dual port and 4 serial ports a combo that only is available on the cFP-2220 (when adding extra boards / backplane and modules is not an option, in our case due to space and power consumption)...so we should either have the option to disable auto-negotiation on this controller, or have another controller with dual ports and 3 or more serial ports, that does have such an option.
