problem with high DIO in USB6008

Hi everyone, I have problem with USB-6008

That problem is high DIO when I start running the computer (or connect the USB-6008 to computer), is this behavior is normal or I made a mistake.

 If that is normal how can I avoid this, because I need all DIO low before I run my software?

You cannot set the default power up states of the 6008. You can add external inverters.
