Phase locking in counter output

Hello 

I want to generate clock(counter out) using external 8khz clock (PCI-6251).

I 'm not sure, the generated counter clock phase is locked to external clock. (refer the figure A)

Or couter clock phase is locked to base clock(80Mhz) as the figure B.

Any ideas?
