I think you have to take very seriously the problem: not all people can have a second computer or to downgrade the OS as you suggested. NI has to have a commitment with their customers and OSX 10.13 is unfortunately common. I hope you will solve soon this issue.

How can we NOT have OSX 10.13 when 10.14 is upon us?

Just look at the investment required to stay current.
OSX is Market share in the %teens but predominant in University cohorts.
IF NI wants to move to a subscription model then they will need to stump up the cash to get a minimum viable driver written.
OR
Open Source it so we can at-least then we can bake our own.
Till then I'm putting the MyDaq's in the cupboard.
