what causes Error 1605 on attempting to install NI-PAL 1.5.6f0 engine?

when attempting to install NI-DAQ 6.9.3 with LabWindows/CVI support, I get "Error 1605 occured while installing NI-PAL 1.5.6f0 engine". I've seen this occasionally on systems that had previous National Instruments software on them - but which was uninstalled before attempting to install NI-DAQ 6.9.3. Does this error correspond to some problem with the Registry? The operating system I see it on now is XP.
