Selecting File format/encription for application .............

Hi,

I want to distribute a File (which contains information about my customised Error code, and description specific to my appication in different different langauges) along with application installer. Which File Format, encription should I used ? (XML,Unicode,.bin,xls,ASCI etc)

If  anybody already workout this based on following point please let me know,

1/ Should be Platform independent.

2/ Should be Langauge independent

3/ Easy for update and revision control (Since it contains description in different langauges, which may be need to update by different people)

4/ Size effective.
