How to create .mnu file?

LabVIEW Development Guidelines>>Chapter LabVIEW Style Guide:
VI CheckList:
"Create a .mnu file, if the VIs will be used as subVIs. Bu sure to arrange the palettes, name the menus, and hide dependent subVIs. "

Open a new VI, go to tools >> Advanced >> edit palette view

then right click in the finction palette where you want to add Menu/VIs

select "Insert" >> "sub-menu" or "...VIs" then "create a new menu file (.mnu)"
