As seen here when you set the y-value of a cursor that is linked to a graph, the cursor isn't moved (since Y-values can be duplical), but this action does not return an error.
This is a bug IMHO!

I was able to reproduce this issue with a simple VI; this is reported and under investigation under CAR# 165613.
