Your DAQCard-AI16E-4 has driver support in Traditional
DAQ.  The newest version of the driver available can be found here:
http://www.ni.com/support/daq/versions_portable.htm#pcmcia
In order to be able to program in CVI, you must have installed support for CVI
when you installed the Traditional DAQ driver.  If you did not install the
CVI support, simply reinstall the driver and include the support.  Once
you have installed Traditional DAQ CVI support you will have shipping examples
available to you.  You can find the examples under the help menu (Help
>> Find Examples then select Hardware Input and Output >>
Traditional DAQ).  You can also find lots of examples on our
webpage.  You can search the example program library (found here:
http://www.ni.com/devzone/dev_exchange/ex_search.htm)
You can find example there like the following on Analog input and start
triggers (found here:
 http://sine.ni.com/apps/we/niepd_web_display.display_epd4?p_guid=B45EACE3EF8356A4E034080020E74861).
Make sure to look for Traditional DAQ examples and
not DAQmx.
Finally, in CVI if you look in the libraries tree under ‘Traditional NI-DAQ
Library’ you will find all the functions available to you.  To find out
information on a specific function right click on that function and select ‘Function
Help…’.
