Sporadic failure on deploy - Error 8, cannot access SystemDefinitionData.nivscfg

In our project, we are encountering sporadic error (listed below) on deploy. The error is sporadic (5-10% of deploys). The remedy is to reboot PXI. 

This error is boring for our automated testing. Do you have some hints how to get rid of this error?

The error is "Error 8 at Delete in Engine TCP Interface.lvlib:Process TCP Command.vi" with explanation "File permission arror - you do not have the correct permission for the file /c/ni-rt/NIVeristand/SstemDefinitionData.nivscfg".
