[JupyterHub Module] Unable to export notebook as PDF ("nbconvert failed: Pandoc wasn't found")

I was able to upload and run NI's examples in my SystemLink server's (2020 R2) embedded JupyterHub Module (v20.1): https://github.com/ni/systemlink-server-examples/tree/master/jupyter

I can export the notebook outputs to HTML. However, when I try to export the notebooks to PDF, I get:

nbconvert failed: Pandoc wasn't found.
Please check that pandoc is installed:
http://pandoc.org/installing.html

So I downloaded pandoc-2.11.2-windows-x86_64.msi from the link, installed it on my server PC to a global location (C:\Program Files\Pandoc\), and rebooted.

The installer automatically added Pandoc to the system PATH and I can now run pandoc from the Windows command prompt. However, SystemLink's JupyterHub still reports "Pandoc wasn't found".

Has anyone succeeded in exporting a Jupyter notebook to PDF?
