PXIe 1085 chassis failure

1. PXIe 1085 Chassis is powering on standalone without any module and controller.
2. Once we insert controller, it automatically turns off.
3. We checked fan. Its working fine. Power supply also working fine standalone. 
4. There is no sign of overheating.
5. all LEDs are blinking red

what is  the issue? kindly help us.

PXIe 1085 Chassis is powering on standalone without any module and controller.

Did you just plug-in the power or did you press the power button as well?

PCIe/PXIe devices are not designed for hot-swapping. You should never power it on before securely installing all the devices including the controller.

As ZYong pointed out,

Do not remove or install PXIe cards when chassis powered. You could permanently damage the chassis and/or cards.
