hi everyone, does anyone know is it possible to connect "PXIe-7971R FlexRIO FPGA Module" to "mezzanine card FPGA(FMC) ?

I doubt it is possible.
See adapter modules on https://www.ni.com/en-us/shop/hardware/flexrio-custom-instruments-and-processing-category.html for analog and digital modules you can connect to the 7971.
What kind of IO do you need?

i think it will be possible to get a chip from VHDCI to FMC
