Run Engine Installation wizard(1.0) is a old tool from TestStandVersion before 3.0

Deploy TestStand system is the new tool since Version 3.0, and is the recommended tool if you want to deploy a TestStand System. The Engine Installation wizard is still there for compatibility options, but is much less flexible then the new Deploy TestStand system tool.
