Package manager not starting windows 10 IoT enterprise

Hello,
Maybe someone had this issue and found workaround. 
We are using Windows 10 IoT enterprise device. 
Whenever we want to start package manager, nothing happens. (Strangely labview is working and everything is good) 
All info I found in event viewer, that there is faulting module in  kernelbase.dll 
Attaching addition information from event viewer.

To NeedHelp3000, in the future it might be better to post this type of question to the NI Package Manager (NIPM) Discussion Forums section of ni.com as most do not monitor this "document" section.

 

It looks as if NI Package Manager was throwing the exception on startup while reading configuration its files. If you have not resolved this issue, it would be helpful to see the full text of the exception logged in the event. Did NI Package Manager work OK before you started seeing the crash? Was there anything that you are aware of that changed right before the crash started occurring?
