You'll have to call into the dll from C#. There isn't an NI wrapper available for it.

There is a .NET wrapper for Modulation Toolkit 4.1. Refer to the following page: http://www.ni.com/product-documentation/14434/en/

The ,NET wrapper zip file also contains Modulation Toolkit examples for C# and VB .NET.
