Lookout 6.7.1 cannot create new user accounts Windows 7

Lookout 6.7.1 was installed on a windows 7 platform.  I am unable to setup any user accounts. Can you help me resolve this issue.

Update...I removed the Lookout.sec file and replaced it with the old sec file from 6.1 then replaced the original file back. For some reason I am able to enter new users at this time.

Odd, may have been a permissions problem.

I just updated from lookout 3.8     - I cannot setup user account neither.

Copy the lookout.sec file to  C:\Windows\SysWOW64
