Take a Silver XY Graph and drop it on a FP.
Right-click on the plot Legend to show the Vertical Scrollbar (or the Index Display for that matter). If you have been unlucky to Right-click too close to the border (at least that's my interpretation), the vertical scrollbar (or whatever) will not show up.
Note that the contextual menu behaves normally, letting you hope that something will happen.
Anybody can confirm this?
PS: do not try to click on the zigzag part, the contextual menu there is for plot style.

It seems okay to me.
Perhaps you can post a Jing video showing this so we can see exactly where you are right clicking.

Looking at that, I am seeing the same behavior where the cursor being at the very top row of pixels on the legend box. It does seem like a bug.
