TPLAT error - WINSOCK CANNOT RESOLVE HOST

We use TPLAT for licensing and it has worked without problem in the past, but recently customers are saying they cannot deactivate the toolkit due to a WINSOCK CANNOT RESOLVE HOST error. I suspect this has something to do with an update top either the TPLAT servers or the way VIPM registers/unregisters the toolkit.

 

Any one else experiencing this?
