Trying to run NI License Manager gives "already running error"

When I logon to the license server and try to run NI License Manager I get the following message:

Is this an access permissions problem?  My partner has no issue running it.  I can run all the other tools except this one.

Is there a process we should use for giving people access to run NI License Manager?  Is this done with the manager itself or via an AD group?
