No, it works with dedicated licenses too. (At least I'm pretty sure it does. Been a while since I've been in there...) The group function simplifies license administration by allowing you to define a "group" and assign the group a set of licenses. Instead of having to go through and manually assigning identical sets of licenses to 20 people, you assign them to the group once. Then you can assign each person to the group and they will inherit the licenses allowed to the group.
If I create a group and give the group 3 user-based non-concurrent licenses, I can only assign 3 people to the group. VLM will not let me assign more people to the group than there are licenses available.

We don't really have the option of downsizing the number of licences we have. We use all of the licences we have bought but we need them to be a bit more flexible, rather than having them stuck on one PC. When I get the upgrade to VLM 3 I'm hoping the 'group' function works as Daklu has explained!
