I have a Tektronix/CDS 73A-453 1553b bus simulator in a VXI module. Can I communicate with it using VISA standard commands.

Maybe you should contact Tektronix and ask them if there is any special driver software required for this particular module. What kind of VXI/VME controller do you have? You should be able to use NI-VISA to talk to the instrument since it is a lower level driver than the instrument driver.
