RoboRIO Status Light Continuous Blink

We have a new RoboRIO that we were updating the firmware on.  At some point while the firmware was being updated the power was disconnected from the RoboRIO.  Now the RoboRIO's status light is blinking continuously.  The RoboRIO imaging tool will not find the RoboRIO (we tried multiple computers and cords).  When the reset button is held to enter safe mode the status light will remain solid for a few seconds and then return to a continuous blink, and the imaging tool still cannot connect.
