Thanks,for the information, its mentioned in th article 

If you use LabVIEW 2017 or earlier, select DataCommunication»Skyline»Configuration to find Open Configuration

But,  the skyline in data communication menu is not there in the function  palette . is there in need to install something to make skyline available in the palette

The short answer is no, there is not a version of SystemLink available online that supports LV 2014. I think the "Skyline" 17.5 release may have supported LV 2014, but it was dropped after it was renamed to SystemLink in 2018 and I don't think the 17.5 early access release is available anymore. I'm also not sure it would have worked with SystemLink Cloud either.
