"Unresolved dependencies" when installing cRIO software

I've exhausted the self-help resources.   I downloaded all the 2020 versions (LabVIEW, RT Module, FPGA Module, and drivers) and I installed them in the order I just listed them in, which is the order described by the "Getting Started" online documentation.

I've connected from MAX to a cRIO 9024 my local rep loaned me, and uninstalled the software that was on the cRIO (the resident software was from 2015).  I reformatted the "disk" (but preserved the static IP).  When I go to install LabVIEW RT onto cRIO, I get an astonishing set of "unresolved dependencies", some of them referring to really old software versions.   I've tried rebooting the cRIO.
