Have you tried resetting the sbRIO by holding down the reset button, as shown in the error image you attached? I would also make sure that NI System Configuration software is installed on your sbRIO. See here for instructions on how to install software to your real-time system.
Is this your first time using the sbRIO? Do you know if it's successfully connected in the past?
Try turning OFF Windows firewall and any Anti-virus software...it could be blocking the port.
