PCIe-7841R: DIO no longer supplying TTL voltages

We have been using a PCIe-7841R, with two SCB-68 breakout boards for a number of years now without problems.  Recently, the DIO outputs seem to have failed.  Rather than giving TTL voltages, the high state gives about 270mV.  I've tried swapping SCB-68s, and confirmed the problem occurs on DIO pins on both the RMIO and RDIO connectors (connectors 0 and 1).

 

Additionally, the +5V pins were only outputting about 950mV.  

I tried connecting the disk drive power connecter to the board inside the PC (this was never necessary before).  The +5V pins are now correctly outputting 5V, but the DIO pins are still not being pulled up to TTL voltages.

 

Analog inputs and outputs appear to still work fine.  The fuses on the 7841R and the SCB-68's are intact.  We are running on Windows 7, LabVIEW 2012.  We've tried updating the RIO driver, without effect.  No changes were made to our previously-working VIs.  

 

Are there any other troubleshooting steps we can take?  How would we go about submitting the board for repair?
