How to launch stand-alone real-time appliction for RTX?

Hi, I'm using NI PCI-7813R, RIO 2.1, LabVIEW 8.0,  FPGA Module 8.0, Real-Time Module for RTX 8.0 and RTX 7.0 for my real-time DAQ application.
My VI runs normally under RTX target if I click "run" in LabVIEW, and I can build and deploy stand-alone real-time appliction for my project, but I always failed to auto-launch the applicaiton after I select "set as startup"  under Build Specifications, I restart real-time module in RTX Manager but RTX stopped after a RTX exception, RTX dose show "Welcome to LabVIEW Real-Time 8.0" text but dose not show "NI-VISA Server started successfully." before exception. I think it's a RIO driver or VISA problem, maybe FPGA module tries to access NI PCI-7813R hardware before driver loading, so I need to launch the application manually after Real-Time Module fully loaded. I have found startup.rtexe and startup.aliases in folder C:\ni-rt\startup, and I renamed startup.rtexe to startup.rtss, but I failed to launch it by double click on it.
So, Is there any way to launch startup.rtexe manually?
