How do I use an NI9145 in Twincat and get AoE access and put device in OP mode

I am trying to bring a 9145 and C-series slices into Twincat. I am able to follow the manual on accessing the calbiration information to convert the bits to real values but I cannot access this information and use the device at the same time due to the AoE timing out and the NI9145 getting stuck in preop mode.

I am trying to write the FPGA of NI 9145 chassis using TwinCAT master/FOE, but no success. getting the following error. Do you have any suggestions?
