Danny,
Thanks for the very informative post.  I can't seem to find any "Legacy" or "Compatible" mode for my IDE controller. I sent you my BIOS manual via email.

Well, it seems I found out the problem.  Danny got me into the BIOS a bit more digging around and I noticed my Seagate hard drive was a slave not a master.  Once I popped in the jumpper in to make it a master, Reliance formatted fine.  ETS booted up into unconfigured mode fine after the reboot.
