Creating Real-Time Project without the CompactRIO hardware

I've successfully gone through the steps listed in "How to Simulate FPGA Hardware Targets Using the Project Explorer with LabVIEW" but it doesn't seem to be possible to run code on the simulated cRIO target.

Should this be possible?

 i have created labview vi.my aim is to create fpga vi from labview vi and i have used project explorer for this purpose. when i try to add target and devices there is no fpga target . why it is so?
