Channel configuration for sbRIO is disabled

Using LV2018, CompactRIO 2018, etc

Trying to follow instructions I found here:

also this guide implies the IO is configurable from the project:

I fired up a fresh Win10 virtual machine and installed everything this time trying CRIO 18.1 and I'm getting the same thing. The terminal mode and voltage range can't be configured.
